Openings Learning & Development Senior

MAIN RESPONSIBILITIES:

  1. Workforce learning needs analysis
  • Consolidate and analyse learning needs from business units to identify capability gaps
  • Recommend learning interventions and support the development of annual training plans aligned with competency frameworks
  1. Learning & development budget
  • Assist in forecasting and budgeting annual learning activities, related costs and required resources
  • Track actual spending and monitor the function's financial inflow and outflow against the approved budget for all L&D activities
  • Prepare periodic budget utilization updates for the L&D Manager
  1. Learning programmes coordination
  • Facilitate development of materials in collaboration with content experts for learning programmes with reference to the Firm’s competency framework
  • Coordinate development or refinement of training programmes outlines with instructors
  • Work with business units to develop business case course content and ensure relevance to operational needs
  • Support preparation and updating of training content, including technical, generic skills, compliance and elearning modules
  • Recommend enhancements to learning roadmap and programme content to meet regulatory and firm requirements.
  • Analyse external vendors’ learning course content, checking for suitability to meet training needs
  • Propose suitable internal and/or external trainers in consultation with L&D Manager and business units
  1. Learning programmes delivery
  • Plan and coordinate internal and external learning activities according to the annual learning plan
  • Communicate learning courses’ schedules, objectives, and key requirements to employees
  • Liaise with internal instructors and external vendors on session schedules, content alignment, resource needs, and logistical arrangements
  • Prepare training communications, materials, attendance records, and other administrative documents
  • Monitor participation rates, session quality, and completion for both optional and mandatory learning programmes
  • Analyse evaluation results, learning effectiveness, and participation data to identify improvement areas
  • Track the usage and effectiveness of learning technology tools within programmes
  1. E-learning system
  • Maintain and update the Firm’s LMS; upload, test, and manage digital modules
  • Track completion of mandatory e-learning and provide user support; escalate technical issues and coordinate with IT for fixes/ enhancements
  • Develop plans and digital curricula, propose topics, and support content development for online modules
  • Identify opportunities to enhance digital learning pathways, user experience, and virtual learning communities
  1. Record of CPD activities
  • Track CPD hours across service lines and ensure adherence to applicable professional requirements
  • Guide employees on CPD rules and maintain accurate, auditable records to support internal review and external audits
  • Prepare CPD dashboards/ summaries for management and flag compliance risks
  1. Professional certifications
  • Administer the firm’s sponsorship and certification programs for CPA, ACCA , or other professional qualifications
  • Manage sponsorship agreements, ensure compliance with training bonds, and track repayment if applicable
  • Prepare supporting data/documentation for submissions to relevant regulatory or governing bodies when required
  • Provide advisory to staff on certification pathways, eligibility, and regulatory timelines
  1. L&D policies
  • Maintain up-to-date understanding of L&D policies, procedures, and related regulatory requirements; apply consistently across learning activities
  • Advise employees and line managers on CPD, mandatory training, study leave, and sponsorship obligations
  • Monitor adherence and support refinement of guidelines by consolidating feedback and proposing practical improvements
  1. Separation Administration
  • Administer study leave arrangements for certification candidates (eligibility, tracking, updates)
  • Process training allowances for internal instructors with complete documentation for payment
  • Maintain, scan and archive all L&D documents in designated systems to meet audit and compliance requirements
  1. Technology and operational excellence
  • Recommend improvements to L&D processes, workflows, and digital tools
  • Identify operational gaps and propose practical enhancements to elevate learner experience
  • Ensure all L&D activities meet internal audit and compliance requirements

JOB REQUIREMENTS:

  • A minimum of a bachelor’s degree in Human Resources, Business, Education, Psychology, or related field
  • 3 – 4 years of experience in Learning & Development or HR training operations
  • Experience in a professional services/ audit/ tax/ consulting environment is preferred
  • Experience with professional certifications, CPD tracking, or regulatory training is a strong advantage
  • Demonstrate strong written and verbal communication skills in both English and Vietnamese, adjusting tone, clarity, and structure for different employee groups
  • Strong understanding of CPD requirements and professional certification frameworks
  • Proficient in MS Office 365; familiar with LMS platforms
  • Good data analysis and reporting skills
